A BILL ENTITLED "The Contagious Diseases Ordinance 1883."

BE it enacted by the Governor of Hongkong, with the advice of the Legislative Council thereof, as follows:-

1. This Ordinance may be cited as "The Coutagious Diseases Ordinance 1883."

2. In this Ordinance :-

The expression "contagious disease" means venereal disease including gonorrhoea.

The expression "Superintendent of Police" means the Captain Superintendent of Police or Deputy Superintendent.

The words "housebolder" and "agent" mean a householder and his accredited agent as defined by The Victoria Registration Ordinance 1866.

The expression "keeper of a registered brothel" includes the registered keeper of a registered brothel and any person appointed by a keeper during his absence.

The expression "keeper of an unregistered brothel" includes the tenant of the house or part of the house, as the case may be, wherein the same shall be kept.

The expression "inmate of a registered brothel" means any female residing in such brothel.

The expression "brothel" means any house or part of a house in which two or more women reside or which they frequent for the purpose of prostitution.

3. This Ordinance shall not come into operation until Her Majesty's confirmation thereof shall have been proclaimed in this Colony by the Governor.

4. Ordinances 10 of 1867 and 2 of 1876 are hereby repealed, but such repeal shall not affect the validity or invalidity of anything done or suffered before the commencement of this Ordinance and shall not apply to or in respect of any offence, act or thing committed or done or omitted before the commencement of this Ordinance and every such offence, act or thing shall after and notwithstanding the Commencement of this Ordinance have the same consequences and effect in all respects as if this Ordinance had not been passed.

5. Appointments to offices made under Ordinance 10 of 1867 shall be deemed to be appointments made under this Ordinance.

6. The Registrar General may permit any person whom in his discretion he thinks fit to keep a registered brothel, and may at any time at his discretion, cancel or suspend such permission and cancel any registration made in pursuance of such permission.

7. No brothel shall be registered until it has been inspected and approved by a Visiting Surgeon, who shall also certify the number of inmates it can accommodate.

8. The Registrar General shall keep registers shewing:-

(1.) The name and address of every keeper of a registered brothel.

(2.) The address of every house whereof the whole or any part shall be occupied or used as a registered brothel.

(3.) The name and address of the householder of every such house or of the tenant of every part of such house.

(4.) The names, ages, and dates of entry of all registered inmates.

9. Every keeper of a registered brothel shall cause a list of the names and ages of the inmates thereof in the English language and also in such other language as the Registrar General may direct to be affixed in some conspicuous place in such brothel, and no woman shall be permitted to remain in a registered brothel until she has appeared at the Registrar General's Office and been duly registered: and the absence of any inmate for 24 hours must be reported by the keeper to the Registrar General.
